Also without inheritance you can release a style only consisting of a theme. ;) This is the reason why we have imagesets, theme and template. Style authors can just release new styles with only the imageset changed. Or the theme changed. Inheritance though allows you now to change only "some" or "one" template file. For example a style offering quick reply with only the viewtopic.html file being offered/changed and prosilver inherited.
